For every child,

One of the top five largest offices in UNICEF, Ethiopia office has an extensive program, a sizable workforce. To meet the demands for program delivery, Ethiopia office maintains a fleet of 115 vehicles and utilizes the services of fixed-term, temporary assistance, and outsourced drivers since more than 10 years.
Using outsourced drivers is not in compliance with UNICEF rules and regulations. Hence, the CO decided to discontinue the practice and hire additional drivers after the deep analysis of the office needs.
The current office structure, with eight field offices and four sub-offices, has changed as compared to the previous structure, which considered smaller field offices and limited programmatic reach. The total staff in the previous office structure was 420; it has now increased to 540, with an increase of 30%.
The following issues are the main causes of driver shortages:
• Increased emergency activities in the country have led to the expansion of the office structure, the creation of new sub-offices to respond to crisis
• Programme sections’ increased demand for field trips
• High number of visits from donors
• Need for enough drivers to cover for SECTO and leave
• The 17 outsourced drivers cannot travel to the field.
To ensure program delivery is not negatively affected and to optimize fleet operation in the office, it became necessary to compare the current number of drivers to the actual demand based on office program activities. For the analysis, field offices were consulted and real data from the field offices for 2022 was used. Though the analysis indicated that the ideal number of drivers to ensure fleet efficiency is 40, the requested number of additional drivers is 21, out of which 2 were to be based in Mekelle to support the Tigray FO. This was reviewed and approved by the senior management. In the meantime, among the existing 3 Tigray based drivers that are posted in Shire on a TA, 1 has just accepted an offer at the CO level, leaving one critical Shire post vacant.
How can you make a difference?
